Scooter Rider's Attempted Overtake Turns Fatal in Head-On Crash on Donoe Bypass

Police confirm Rick Quan D. James, 24, died after his scooter collided head-on with a vehicle traveling in the opposite direction; witnesses indicated that James had attempted to pass another vehicle at a high speed prior to the collision.

ST. THOMAS — A fatal collision on Donoe Bypass Road in St. Thomas on Monday evening resulted in the death of a 24-year-old scooter operator, Rick Quan D. James, according to the V.I. Police Department.

The incident was reported to the V.I. Territorial Emergency Management Agency (VITEMA) 9-1-1 Emergency Call Center around 5:47 p.m. An officer dispatched to the accident scene made immediate contact with witnesses and the driver of the motor vehicle involved.

Preliminary investigations indicate that the vehicle driver was traveling eastbound on Donoe Bypass Road at the time of the accident, the VIPD reported. Meanwhile, James, who was operating a scooter, was traveling in the opposite direction, westbound, behind another vehicle.

Witnesses reported that James attempted to pass the vehicle ahead of him at a high rate of speed, subsequently losing control of his scooter. He veered into the eastbound lane, colliding head-on with the approaching vehicle. The impact caused James to be thrown from the scooter.

The victim was positively identified by his family members. Authorities have confirmed James's identity as Rick Quan D. James, aged 24.

The VIPD is continuing its investigation into the details surrounding this tragic collision.
