ST. THOMAS — A 19-year-old man was arrested on Monday after allegedly strangling and slapping a 17-year-old minor while she was at his residence, V.I.P.D. Public Information Officer Glen Dratte has announced. The man, identified by police as Thierre Jonte Louis, was described as the victim’s friend, according to police.

According to police, during the investigative process, detectives from the Domestic Violence Unit observed that the victim had red marks, scratches and bruises on her upper chest, neck and chin.

Mr. Louis was later found at his residence, arrested and charged with second-degree assault, Mr. Dratte said.

The matter is being investigated by the V.I.P.D.’s Domestic Violence Unit.
