ST. THOMAS — A months-long investigation into an alleged receipt-reprinting scheme at Magens Bay Beach has led to the arrest of a former cashier accused of embezzling money from the authority’s daily revenues, according to court documents. The case centers on what investigators describe as a deliberate system of reprinted receipts and unreported cash transactions that allowed the employee to skim funds while keeping end-of-day records balanced.
The matter first surfaced in January when Magens Bay Authority management received a report of suspicious behavior by then-cashier Renee George President. According to the court documents, the office manager observed President accept money from a taxi driver without entering the transaction or issuing a receipt. She informed the general manager, who reviewed surveillance footage.
Both employees later told police they saw video of Ms. President “stealing money from the end-of-day cash.” Additional footage allegedly revealed a pattern. Ms. President, who had been employed full-time for approximately four months, was terminated on January 25.
The general manager reported the matter to police in February, explaining that when President arrived for her shifts, she would print duplicate receipts from the cash register. These reprinted receipts, unlike original transactions, carried no unique transaction numbers. According to the report, she would give the reprints to customers and keep their payments rather than deposit the cash into the register, leaving end-of-day totals appearing accurate.
Police say Magens Bay Authority provided at least six days of surveillance recordings. In each, Ms. President was allegedly seen removing money from the end-of-day funds and placing it into her pocket or purse.
A warrant for her arrest was issued on November 17 on charges of embezzlement by employees and grand larceny. She was arrested Thursday and appeared before Magistrate Paula Norkaitis on Friday morning. The judge found probable cause for both charges and allowed Ms. President to post 10 percent of the $55,000 bail amount in cash to secure her release. A public defender has been appointed to represent her.
Pending resolution of the case, President must report weekly to the probation office by telephone and may not leave the jurisdiction without written court approval. She is also banned from Magens Bay Beach and prohibited from consuming alcohol, using controlled substances, or possessing firearms, ammunition, or any dangerous weapon.
Her next court appearance is scheduled for December 19.
