ST. THOMAS — A man who was arrested for kidnapping two female minors but managed to escape while handcuffed and was on the loose in St. Thomas, was captured Tuesday afternoon, V.I.P.D. Public Information Officer Glen Dratte has announced.
Mr. Dratte said the suspect, John “Cutter” Moses was arrested at 3:30 p.m. in Estate Wintberg without incident. He was charged with kidnapping, false imprisonment, escape from custody, and possession of stolen a vehicle.
Unable to make bail of $75,000, Mr. Moses was remanded to the Bureau of Corrections pending his advisement hearing.
Incident
According to the police report, on Monday patrol officers of the Mariel C. Newton Command were dispatched by the 911 Emergency Call Center to the Hometown Service Station located in Anna’s Retreat, in reference to a reported kidnapping.
Two minor females, ages 11 and 14, reported that while walking to the Hometown Service Station an unknown Black male, later identified as Mr. Moses, approached them in an olive-green colored SUV and verbally forced them to get into his vehicle by threatening to hurt them if they didn’t.
According to police, Mr. Moses took the female minors to a store and told them to get some snacks for themselves and a Heineken beer for him, which he paid for. Mr. Moses then took them to the Anna’s Retreat residential area where they got out of the vehicle and ran.
According to Mr. Dratte, while the female minors were with their parents making the report at the Hometown Service Station, Mr. Moses returned to the scene where he was confronted and apprehended. However, he managed to escape from custody with handcuffs.
