WAPA Extends Deadlines for Hannah's Rest and Campo Rico Waterline Projects

Supply chain delays push Hannah's Rest completion to July 2025, while the Campo Rico expansion adds $1.6 million and stretches into February 2026.

Thursday's meeting of the Water and Power Authority Governing Board resulted in additional time being granted for the completion of the Hannah's Rest rehabilitation project, while board members also approved an expanded scope and cost for the Campo Rico waterline rehabilitation project.

The water rehabilitation project for Hannah's Rest has “experienced delays primarily driven by global supply chain disruptions,” said WAPA following the meeting. “Materials necessary for completing the project have an estimated lead time of at least four months, followed by an additional two months for installation.”  Originally scheduled for completion in September 2024, the project is now expected to come to a close this July.

WAPA estimates that the project is currently 80% complete by now. “While delays have been challenging, we are confident that this extension will ensure that we deliver a reliable, long-lasting water system for the community of Hannah's Rest,” said WAPA CEO Karl Knight.

The board also approved a change order for the Campo Rico waterline rehabilitation project. The order will result in the extension of the water distribution network, and according to WAPA, adds “critical infrastructure such as hydrants and service connections.” The project expansion, which will cost over $1.6 million, will result in a delay of the completion date to the end of February, 2026, WAPA says, promising that the Campo Rico project will “substantially improve water quality, reduce line loss, and help modernize the territory's aging infrastructure.”

A third project also received a time and cost extension from the board: WAPA's GIS Inventory Assessment will run for another 10 months at an additional cost of $1.53 million. The primary focus of the project's extension is to generate “a more accurate count of field assets,” according to WAPA. This will “significantly improve operational efficiency, assist with damage assessments, and improve the planning processes for future infrastructure needs.”
