The Walter I.M. Hodge Pavilion, located at 1 Centerline Road in Frederiksted, St. Croix, is offering 248 newly renovated affordable housing units. These units are part of a project financed through the U.S. Department of Housing and Urban Development (HUD)’s Rental Assistance Demonstration (RAD) Program.

The pavilion boasts a variety of amenities, including a management office, community center, senior center, playground, basketball court, seating areas, parking, and a community gardening area with planting boxes. Apartment interiors feature stainless-steel EnergyStar appliances, efficient electric water heaters, low-flow kitchen and bath fixtures, new windows, doors, flooring, cabinets, LED lighting, and ceiling fans.

Building improvements include security cameras in common areas, a new façade with hurricane-wind resistant window-louver systems, enclosed stairwells, new doors, and roofs. Additionally, the project incorporates several resiliency measures, such as solar photovoltaic systems for common areas, a re-established cistern system, and emergency back-up generators for common area lighting and the community center.

The housing project does not require an application fee or broker’s fee. It is a smoke-free building, and pets are allowed subject to restrictions, registration, and a pet deposit. Parking is free but requires registration.

Income Requirements and Application Process:

The project-based rental assistance (PBRA) lease requires residents to certify initially and annually through the PBRA and Low-Income Housing Tax Credit (LIHTC) programs. A percentage of units is set aside for mobility-disabled applicants (5%) and vision/hearing-disabled applicants (2%).

Income requirements for the units are based on the 2024 Area Median Income (AMI). For instance, the initial contract rent for a one-bedroom unit is $946, with the income limit for a one-person household being $41,800 annually. For a four-bedroom unit, the initial contract rent is $1,455, with the income limit for an eight-person household being $78,750 annually.

Once an application is selected, the applicant will be invited to an appointment to continue the eligibility determination process. Applicants will need to provide documents verifying household size, identity of household members, and household income.
