Kirk Callwood Is Bryan’s Finance Commissioner, David Bornn Chief Legal Counsel, Sources Say

Kirk Callwood, who last worked at the International Capital and Management Company (I.C.M.C.) in St. Thomas as the treasurer, has been tapped by the Bryan administration to serve as Department of Finance commissioner, a source with intimate knowledge of the matter has told The Consortium.

Mr. Bryan told The Consortium on Monday that his administration would name cabinet members either Friday or next Tuesday. The long wait hints to difficulty the Bryan administration is having finding the people it wants as cabinet members, or a painstaking process that demands more time to choose the right individuals. By the end of December in 2014, former Governor Kenneth Mapp had already named 13 agency and department heads.

On his LinkedIn Profile, Mr. Callwood described himself as a “results-driven executive with extensive treasury, finance and consulting experience within highly competitive markets. Analytical professional skilled in successfully navigating corporations large and small through periods of accelerated change. Collaborative communicator focused on building relationships and promoting synergy across business lines to drive positive change, comprehensive business approaches and enhanced profitability. Client focused with executive level experience in accounting, corporate banking, quality, business analysis, organizational restructuring, change management, recruitment, talent development, property management, community relations, economic development and philanthropic activities.”

Mr. Bryan has also tapped David Bornn as his chief legal counsel, two veritable sources have made known to The Consortium.

According to Mr. Bornn’s profile on Kellfer, he is a native-born Virgin Islander with deep roots in the community. The profile says he was born in St. Thomas in 1952, attended All Saints Cathedral School, graduated from Trinity College, Hartford, CT with a B.A. degree, and received his J.D. from Villanova University School of Law in 1981. He was admitted to the V.I. Bar and the U.S. Court of Appeals for the Third Circuit in 1981. Mr. Bornn was subsequently admitted to the U.S. Supreme Court in 1988. He has been a member of the V.I Bar Association and the American Bar Association.

According to Kellfer, Mr. Bornn was formerly the principal member and manager of The Bornn Firm, P.L.L.C., which is an outgrowth of one of the oldest law firms in the U.S. Virgin Islands. Its history is based in a law firm established in 1952 by Edith L. Bornn and continued through multiple variations culminating in The Bornn Firm, Kellfer says.

Along with Mr. Callwood and Mr. Bornn, Karl Knight will serve as Mr. Bryan’s chief of staff, multiple sources have confirmed. Senator Sammuel Sanes is said to be among candidates being considered for St. Croix administrator, and the Bryan administration is also looking to keep a number of Mapp appointees, among them Dept. of Labor Commissioner Averil George, and Bureau of Internal Revenue Director Marvin Pickering, sources say.
