The Bryan administration took a major step toward upgrading the territory's aging power infrastructure with the release of a new solicitation for progressive design-build services targeting the Richmond Power Plant on St. Croix and the Randolph Harley Power Plant on St. Thomas.
Issued jointly by the Office of Disaster Recovery’s Super Project Management Office (Super PMO) and the V.I. Water and Power Authority, the bid seeks to secure modern, scalable energy generation systems for both districts.
Announced on June 11, the solicitation — RFP 005-2025-STX/STT — calls for the replacement of outdated generators with solutions that are aligned with the territory’s long-term energy goals of resilience, affordability, and sustainability. The bid package outlines the technical and operational needs for both power plant sites and emphasizes the urgency of concurrent delivery timelines.
“The release of this solicitation is a critical step toward modernizing our generation infrastructure in both districts,” said WAPA CEO Karl Knight. “By replacing aging generators with more efficient, scalable, and resilient systems, we’re not only improving day-to-day reliability for our customers — we’re also positioning the Territory to withstand potential future disasters better.”
Interested contractors must request access to the bid documents by contacting [email protected]. Proposals will be accepted via email at [email protected] until 4:00 p.m. AST on August 8, 2025. In-person site visits for prospective bidders will be conducted in July.
Adrienne L. Williams-Octalien, director of the Office of Disaster Recovery, framed the announcement as part of the broader momentum underway across the territory. “This collaborative effort between the Water and Power Authority and the Office of Disaster Recovery is another sign of progress as we continue to commence critical construction projects, managed by the Super PMO, that aim to strengthen the territory’s infrastructure,” she stated.
The solicitation forms part of a larger rebuilding initiative managed by the Super PMO, which has already overseen contracts to reconstruct schools and healthcare facilities throughout the Virgin Islands.
