Breakthrough in 2022 Homicide as Second Suspect is Arrested in St. Croix Killing

After a painstaking investigation, Daniel Ramos faces charges for his involvement in a fatal 2022 shooting

ST. CROIX — V.I. Police Department officers have arrested 23-year-old Daniel Ramos after linking him to the 2022 fatal shooting of Sean Joseph, also known as Akeem Williams.

The incident, which took place in the early hours of March 17, 2022, in the Harbor View housing community, had remained under investigation for over two years.

According to the VIPD, the 911 Emergency Call Center received a distress call at 1:17 a.m. reporting shots fired within the community. Responding officers found Joseph unresponsive, with multiple gunshot wounds to his upper torso and head, in a plant bed near the community office. Despite immediate attention, Joseph succumbed to his injuries at the scene.

Investigators collected multiple spent casings as they processed the crime scene, and Joseph was later identified by his next of kin. It was noted that Joseph had been released from the John Bell Correctional Facility less than 24 hours before his death.

Key to the breakthrough in the investigation was video surveillance footage from the area, which initially led to the identification and subsequent arrest of 42-year-old Timothy Perez under an arrest warrant, the police department has made known. The investigation continued, culminating in the identification of a second shooter, Daniel Ramos.

On March 22, 2024, CIB Detectives executed an arrest warrant for Ramos, charging him with first-degree murder for his role in the death of Mr. Joseph. Magistrate Morris set bail for Mr. Ramos at $1 million, specifying no provision for a ten percent release option. Ramos was arrested without incident and has been remanded to the John Bell Detention Center. He is scheduled for an advised-of-rights hearing on Monday, March 25.
